<p><strong>Human Entrance AB is approved for certificate program with the Swedish Migration Board.</strong><br />
The Swedish Migration Board has approved Human Entrance AB for the certificate program which focuses on reducing the process time to 7-10 days for first time work and resident applicants from Non-EU countries.</p>
<p>Human Entrance AB has signed an agreement with the Swedish Migration Board to commence using this certificate as of the 1st of November 2011.</p>
<p><strong>What does this certificate represent for our clients?</strong></p>
<ol>
<li>Priority process for first time applications. Cases will be approved between 7-10 days instead of 2-3 months.</li>
<li>Companies using the certificate process will have a higher number of cases being checked at the yearly audit.</li>
<li>Mandatory to have a positive Labor Union comment regarding the conditions and salary for ALL your employees that we will apply for on their behalf.</li>
</ol>
<p><strong>Will extensions for Non-EU work permits be processed faster for clients using the certificate program?<br />
</strong>No, extensions will not be put on priority and will remain with current process time: 2-3 months.</p>
<p><strong>We do not have a local union representative, what happens if we do not get a comment from a Labor Union?</strong><br />
Human Entrance AB is fully aware that many of our clients are facing challenges to obtain Labor Union comments today, especially in the Stockholm area.<br />
As a certified provider Human Entrance AB will not be able to register and process the applications on your behalf which do not meet the mandatory requirements.</p>
<p>You are more than welcome to contact us with any questions about immigration, or how to process your specific application.</p>
<p><strong>What is the expected waiting time?<br />
</strong>The Migration Board has divided the applications into three categories and is working with the ambition to meet these goals before the end of 2011</p>

<li>Incomplete cases &#8211; 3 months (90 days)</li>
<li>Complete cases &#8211; 1 month  (30 days)</li>
<li>Certified cases &#8211; 1 week (7 days)</li>
</ol>
<p><strong>Note:</strong> An incomplete case means an application which does not have a Labor Union comment on the Offer of Employment letter, or which does not have all the necessary documents attached.<br />

			<content:encoded><![CDATA[<p>China has now decided to make it mandatory for foreigners working in China to join the national SSS (Social Security System). It is mandatory for foreigners with i.e. Chinese work permits or permanent resident permits.</p>
<p><span id="more-1669"></span></p>
<p>This obligation commenced on October 15th, 2011, and employers have 30 days to sign up their foreign employees as participants. The employers also has to sign up new, foreign employees within 30 days of them receiving their work permits.</p>
<p>Employers and foreign employees will both contribute to the SSS and are required to participate in the same five social insurance programs that are applicable to the national employees:</p>
<ol>
<li>Pension</li>
<li>Medical Insurance</li>
<li>Unemployment Insurance</li>
<li>Occupational Injury Insurance</li>
<li>Maternity Insurance</li>
</ol>
<p>In average the employee will have to pay 10,2% on their gross monthly salary. Some cities has decided to put a cap on the taxied income, but some have not yet decided how to procees.</p>
<p>For the employers there will be significant addional costs to doing business in China as they are required to pay approximately an additional 32,3%</p>
<p>For employees, while there are some benefits, it is yet not completely clear how they will have acccess to the Social Security benefits as :<br />
</p>
<ul class="sc-list style1">
<li>Only 15% of the employer’s contribution to the pension fund is credited to the employee’s personal account</li>
<li>Foreigners cannot remain in China if they are unemployed, but even though they will not be able to enjoy unemployment insurance, they still need to pay for the unemployment insurance</li>
<li>The medical insurance will not cover treatment at the international hospital and clinics.</li>
</ul>

<span id="more-1701"></span> The regulation for Expert Taxing “Expertskatt” in Sweden is a highly topical subject. This could come to change in accordance with a proposition that has been presented in the budget of the Swedish Government for 2012. The objective is to simplify the recruitment of specialist competence. This is an initiative that will most likely be welcomed by many businesses in Sweden that are in need of attracting competence from other countries, and I am sure that we are not alone in following this with the utmost interest.</p>

<p><strong>With safety and the environment in mind</strong></p>

At Human Entrance we put safety first, and we have a policy that states that all vehicles in the company must meet several strict requirements regarding comfort, safety and environmental aspects.<br />
All cars used within the company&#8217;s operations meet the top rating, five stars in Euro NCAP&#8217;s tests and are maintained regularly at authorized workshops.<br />
We often have the pleasure of meeting our clients&#8217; children, and it is of utmost importance to us that children travel safely in our cars. With this in mind, our vehicles are all equipped with car seats / cushions for children of all ages. All cars are also equipped with first aid kits.<br />
In our ongoing efforts to run an environmentally friendly business, it is in the company&#8217;s plan to take an additional tight grip on the environmental classification of our vehicles. As vehicles are replaced, the most environmentally friendly models that are considered appropriate for the business, will be selected.</p>

<p><strong>New rules and regulations for Expert Income Tax<br />
</strong>The so-called “Expert Income Tax” that was introduced in Sweden during 2001 in order to attract scientists, key position personnel and specialist competence into Swedish companies did not have quite the desired result that the employers wished for. With these results and facts at hand, a new proposal from the Swedish Government on further simplification and improvement of expert tax, will be presented. These proposals will be discussed and worked upon during the last part of this year, and are expected to come into full force in early 2012.<br />
Expert tax includes: that 25% of gross salary, etc. will be exempt from income tax for three years. During that period, the employer will not have to pay any “Arbetsgivaravgift.”<br />
Today, there is an application process, where neither employer nor employee knows for certain whether the individual qualifies for Expert Tax or not.<br />
The government&#8217;s new proposal will mean that the “Expert Income Tax” will apply to all foreign personnel who has moved to Sweden and who lifts a salary greater than two base amounts per month (SEK88 000 per month in 2012) in Sweden.<br />
In other words; the experts will not have to prove a certain expertise in order to obtain this tax reduction.<br />
These changes were made ​​possible by a combination between the “Expert Income Tax” and the SINK-tax; (special income tax for non-residents).<br />
According to this proposal, there will still be a possibility for those who earn less than the two base amounts per month, by applying for this tax reduction, much like today.<br />
Many companies seem to be in favor of this proposal, but some also wish for a slight reduction in the income level that is required today in order to be able to use this tax reduction. With a slightly lower threshold this could also attract younger talents who have not yet reached the “senior” salary levels.<br />
We will continue to monitor this process and will return with further information as soon as a final decision have been presented by the Swedish Government.</p>

<p><strong>Human Entrance in co-operation with Deloitte invites to seminar &#8220;Doing Business in China,” in Gothenburg.<br />
</strong>More and more corporate businesses see opportunities in the expansive Chinese market. Many businesses that wish to establish themselves in China, choose to relocate personnel from other countries for an initial period of time. The question is; what happens when you relocate personnel to China? What do you need to think about as an employer, and what issues might the employee encounter?<br />
Due to a substansial increase in questions concerning issues related to personnel transferring to China, <strong>Deloitte</strong> <strong>and Human Entrance </strong>will arrange a free seminar in Gothenburg in November. This is a follow up on the much appreciated seminar held on May 24. To some extent the same agenda will be the same as in May, with the addition of a new module concerning establishing operations in China.<br />
We will address the question of how to deal with the factors involved when you move an employee abroad in a proactive way. Experts from Deloitte and Human Entrance will, among other things, review the following questions:<br />

The purpose of the seminar was to impart knowledge and facilitate the growth of companies with interest in trading with Russia. 			<content:encoded><![CDATA[<p>Companies beware! As of January 1<sup>st</sup>, 2011 the Dutch government has increased the penalties for people working on a Business Visa in the Netherlands. According to the rules, a person (non EU) with a Business Visa is allowed to join meetings and trainings in the Netherlands, but is not allowed to perform his/her ordinary work.</p>
<p><span id="more-1698"></span> The penalties are now quite severe for not adhering to these restrictions – the person doing the violations will immediately be asked to leave the country and will not be welcome back. The company will have to pay a high penalty fee as well as not having other work permit applications being approved for 5 years!</p>
